You can cut with scissor or cutter, I recommend using a cutting mat  and a metal rule for higher precision.

Include redundant versions of the blocks; “Sp 01 Bloques A4.pdf” optimized for format A4 and  “Sp 01 Bloques 

Letter.pdf”  optimized for format letter.

The control counters can be replaced by color counters of another game.
