If I were you, I would go to your neighbours and discuss the problem. You could recommend them buying anti-barking collar . Such collars prevent dogs from constant barking. Luckily, they do not cause any harm to dogs. These collars sent vibrations to dogs' vocal chords and dogs don't bark so loudly.
